Mountain Valleys Health Centers, Inc. (MVHC) is a not-for-profit, Community Health Center organization offering quality health and dental care to rural communities in Northeastern California for more than 30 years. As the only primary care providers in the communities we serve, it is our goal to provide “top of the line”, comprehensive health care to our patients. We strive to recruit the best medical providers, dentists, and behavioral health specialists available and provide them with quality staff. We believe that the personal relationship between a patient and doctor is key to quality health and dental care. It is our goal to treat all our patients with the care and respect that we would expect for our own families.

All six of MVHC’s sites are designated as Federally Qualified Health Centers (FQHC). As an FQHC, our goal is to promote wellness, not just to treat “sick people”. We accomplish this through community outreach and health educators. FQHCs are recognized across the country as the “safety net” for health care. They had the complete support of the Bush administration and have the same support from the Obama administration.

What is a not-for-profit? The very simple definition is that the owners don’t get paid. So who are the owners? They are a group of very dedicated volunteers who give up their time to serve on the board of directors and meet monthly the review the operation and set policy. The communities served by MVHC are represented by members on the board of directors, so in essence, the community owns the health centers. The board hires a CEO to oversee the operation and provide day to day management. That board is my “boss”.

NOTICE TO THE PUBLIC OF FINDING OF NO SIGNIFICANT IMPACT
For Burney Health Care Improvement Project
 
In accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (44 CFR Parts 1500 through 1508) and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000), HRSA has determined that Burney Health Care Improvement Project proposed by MOUNTAIN VALLEYS HEALTH CENTERS, INC. will have no significant adverse impact on the quality of the human environment. As a result of this FONSI, an Environmental Impact Statement will not be prepared.
 
The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides discretionary grant and cooperative agreement awards to support health centers expand their capacity to provide primary and preventive health care services to medically underserved populations nationwide. 
 
MOUNTAIN VALLEYS HEALTH CENTERS, INC, INC in Burney, California has applied for HRSA grant funding. The applicant proposes to use HRSA funds to construct and renovate two buildings, grade and develop a parking lot, perform a lot line adjustment and expand one building. The applicant has submitted an Environmental Assessment (EA) that documents impacts of the proposed action. This EA is incorporated by reference into this FONSI.
